The Saskatchewan Technology Fund (STF) is a funding program designed to support industry-driven technology, innovation, and improvement projects that lead to the mitigation, sequestration or capture of greenhouse gases (GHGs). Innovation Saskatchewan (IS) is administering this program on behalf of the Ministry of Environment. Through the STF, IS administers non-repayable grants to support qualified projects. Expressions of Interest (EOI) can be submitted anytime. EOIs will be evaluated during the intake period outlined below. Only shortlisted applicants will be invited to submit a full proposal. Access to the online application portal will open in 2023.
All applicants must be regulated emitters under The Management and Reduction of Greenhouse Gases (Standards and Compliance) Regulation.
Currently only projects that address Scope 1 and Scope 2 emissions are considered for funding through the STF.

Intake timeline will be provided in 2023.
Expression of Interest Phase
Intakes for STF are held once per year. To be considered for funding, prospective applicants must submit an EOI before the intake deadline. Only selected applicants will be invited to submit full proposals. Shortlist decisions made by IS’ internal selection committee are final.
Full Proposal Phase
Shortlisted applicants will be invited to submit a full proposal. Full project proposals (FPP) may be reviewed by a technical sub-committee before being assessed by the Saskatchewan Review Panel.
Decision Making Phase
The Saskatchewan Review Panel will evaluate project proposals and provide advice and recommendations to the Minister of Environment. The Minister of Environment will determine which projects receive funding.
Please note: The number of projects approved per year is based on budget availability.
The STF evaluation process is rigorous and multi-staged to ensure funds are invested in projects with the highest potential to realize GHG emissions intensity reductions. Please review EOI and Full Proposal Evaluation Forms to see how funding applications will be evaluated.
EOI Review and Proposal Refinement
IS’s internal selection committee will review the EOI to determine whether the application has adequately addressed all the evaluation criteria. If gaps are identified, IS will work with the proponent to revise the application. Successful applicants are then invited to submit a FPP.
Technical and Financial Review
In some cases, IS will contract independent external subject matter experts to determine an FPP’s technical merit and financial feasibility. These external reviewers will evaluate:
- Technical claims;
- Accuracy of cost projections;
- Feasibility of anticipated results;
- Proponents’ technical capacity to carry out the project;
- Proponents’ financial health and capacity to carry out the project; and,
- Business case/feasibility.
Saskatchewan Review Panel Evaluation
After the preliminary reviews are completed, FPPs - which may or may not be reviewed by an independent external subject matter expert - will be evaluated by the Saskatchewan Review Panel, which consists of officials from across government.
Proposals are first reviewed individually by each member of the Review Panel using scoring criteria developed by the Fund’s Advisory Committee. The panel will then meet and use the scores aggregated from individual reviews to decide which projects to recommend to the Minister of Environment for final funding approval.
